Chad Hey is the Director of Industrial Participation & Strategic Initiatives at Seaspan Shipyards, where he leads the development and execution of Industrial and Technological Benefits (ITB) strategies in support of Canada’s National Shipbuilding Strategy (NSS) and related defence programs. In this role, he manages an ITB portfolio exceeding $12 billion, working closely with federal departments, global OEMs, and Canadian suppliers to deliver long-term industrial outcomes.
Chad’s work sits at the intersection of defence procurement, Indigenous economic participation, and industrial investment, with a strong focus on building sustainable Canadian capability in shipbuilding, marine systems, and in-service support.

Procurement Lead, Supply Chain [CAT-D]

Wesley Kulatunga is a Procurement Lead within the Supply Chain team at Seaspan Shipyards, where he supports sourcing and subcontracting for complex fabricated components across shipbuilding programs under Canada’s National Shipbuilding Strategy (NSS). In this role, he oversees procurement activities across a portfolio of $600 million focused on outsourced fabrication and manufactured components.
Wesley’s work focuses on developing strong partnerships with Canadian fabrication and manufacturing suppliers supporting naval vessel construction. His portfolio includes primary structural assemblies such as ship blocks, large integrated fabricated assemblies, and steel outfitting components produced by unionized suppliers across Canada, along with select North American and international partners.
